Renaming of ffmpeg to ffmpeg-debian in SVN

 Kept the old ffmpeg tags dir and -12 ffmpeg tag (which doesn't really
 make sense but doesn't hurt), created a new ffmpeg-debian tags dir, set
 svn-bp properties accordingly and tagged (with svn-buildpackage
 --svn-tag-only) -12.
