What to do for new packages

So you'd suggest to move the discussion over to
debian-multimedia at lists.debian.org?

I don't have a strong opinion on this. I fear that bug reports get less
attention. Moreover I think that discussion via bug reports should be
preferred over discussion on mailing lists directly. This makes it
easier to find a discussion that is referenced via the package
changelog.
