Bug#462899: ffmpeg: Removal of mpeg2 encoder also removes decoder, is this intentional?

I was surprised when mpeg2video encoder was removed, but as it's a patent issue there's not much to be done.  My query today has to do with the mpeg2video decoder.  Is it also patented, or is its disappearance a side effect of removing the the encoder?
