If we move ffmpeg-config from libavutil-dev to libavcodec-dev (what we 
should definitely do IMHO), then we need libavutil-dev to depend on 
libavcodec-dev anyway to satisfy packages that expect ffmpeg-config in 
libavutil-dev.

Definitely, since ffmpeg-config is an unnecessary diversion from 
upstream. Should we keep it until Lenny, though?
