libavg: FTBFS: ld: cannot find -ldts

Hi all,

I've noticed that you fixed #482213, #482214 by removing -ldts from
ffmpeg-config. Why not adding libdts-dev to the Build-Depends in
debian/control? This package contains the headers and static
libraries used to build applications that use libdts (-ldts).
