ffmpeg: dh_makeshlibs in debian/rules

In ffmpeg's debian/rules file in line 110 we only echo the 
dh_makeshlibs command for each library without really calling it. This 
broke the build on my alpha machine and took me about one hour to 
figure out. Is this intentional?!
