No, it does not appear in the output of `pkg-config --libs libavfoo` 
for any of the libraries. To be honest, all of the libraries report 
nothing but their own name for the 'pkg-config --libs' call. If you 
add the '--static' option then the output changes, of course.

Following your idea, we could also remove all dependencies from the 
libavcodec-dev package or at least demote them to Suggests?
