I'm strongly considering reenabling h261 and h263 encoders in the next
upload to experimental, mention it in the changelog and notify Ganneff
about this. Let's see if that gets accepted or not.

Not yet, but it will on the next upstream sync, which I intended to do
before the upload. It will change libavcodec51 to libavcodec52.
