That behavior is defined in the svn book.

As already indicated on IRC, patches to the get-orig-source.sh script to
allow specifying a specific svn date with retaining the 'right' revision
of libswscale are appreciated.

All future updates will mention the exact revision in
debian/changelog. Additionally, ffmepg already prints out the used svn
revision on startup:

# ffmpeg -v
FFmpeg version r11872+debian_3:0.svn20080206-13, Copyright (c) 2000-2008 Fabrice Bellard, et al.


If you have patches to further improve the situation, feel free to share
them!
