I've asked on irc our kde experts:

packaging. could you perhaps have a look over at
#523888? Should that bug be reassigned to some kde
package? if yes, to which?

I'm therefore reassinging this bugreport to kicker, but since I expect
it to be removed from the archive soon, this bugreport should be closed
at that time as well. At least as I understand the matter here.
