triggered in HandleCommandEntry when TryToMakeActionAllowed returns
false.

I have to build a debug version and check where things go wrong. On the
other hand, this could also be done upstream. Do we want to forward this
bug?

I'm in a hurry right now, but I could investigate tomorrow. OTOH, it
seems to be a long-standing bug in the 1.3. series, so upstream needs to
get involved anyway.
