Don't know if I understand the motivation, but as I user, I'd be
confused to read another path in the config file.

If I'm facing a bug and check the config files, when reading
"/usr/local/etc is also important", I'd check this location, too, then
copy mplayer.conf over, tweak things there and get frustrated, because
nothing happens.

(I guess /usr/local/etc/mplayer.conf isn't read, at least that's how it
seems to be from a short test)

In other words: inconsistencies and contradicting pathnames.
Documentation should reflect the actual system configuration. This also
holds true for the manpage, which could use some clarification in the
CONFIGURATION FILES section.
