So upstream opinion is that the file is mereley numbers table so hardly
copyrightable. Furthermore it's only saving the hassle of copying the
table from the freely available spec.


Anyway, the transrate module is deemed buggy by his author and has been
removed upstream. So this bug will be closed with vlc 1.0.2 even if you
disagree with the first paragraph of this mail.
