audacity 1.3.7-1 ready

I had the closed bug #486155 already in the changelog. So I merged both
entries together.

I think we should release 1.3.7-1 now. So that Ubuntu can sync this
release before 2009-02-19 (Feature Freeze). If Lenny is released this
month, we can wait until ffmpeg hits unstable and then release 1.3.7-2.
If Lenny needs more time we can think about uploading it to
experimental.
