I have tested your changes, but the automatic detection does not work.
Testcase:

1. remove config files (~/.audacity*)
2. run audacity
3. create or open an audio file
4. File -> Export...
5. In "Export File" select "Custom FFmpeg Export" and then click on
Options...

But if I select Edit -> Preferences... -> Import/Export -> FFmpeg
Library: Locate... and answer to the question "no" then the FFmpeg
library is found.
