 API and ABI changes are not necessarily bound; you can change the ABI
 without changing the API by dropping obsolete functions which were not
 accessible via the API, and you can change the API without changing the
 ABI by e.g. hiding some deprecated functions.

 However when a function is added or removed, it's frequent that this is
 done in both the ABI and the API.
