I have tested the attached patch (based on Loic's proposal) against
debian/rules and it seems to work like intended. (Well, I have to
admit I don't know where the best place for dh_installdeb is, so I
moved it a line before the mess). If you also believe this is the way
to go, please apply it in git (or modify it) or give me green light to
do so.
BTW, I have enabled speex support in ffmpeg, so audacity can at least
import speex as soon as it has been built with ffmpeg support.
