flac maintenance & RC bug

Hi Andres,

given that Josh did not answer your mail[1] to #525826 about helping 
with flac and seems to be not too active (public lists seem to have last 
no posts later than August 2008) at the moment, I would suggest that the 
multimedia maintainers take over flac unless Josh objects in the next 
two weeks. I would suggest temporarily dropping Josh from the uploaders 
and adding him back when he returns to a more active role in maintaining 
flac in order to not split the maintainer housekeeping in too many steps 
if he has lost interest.
