I think we didn't, at least not explicitly. I'm working on a lot of
package that need some munging (mplayer, ffmpeg, etc) and for these
packages, pristine-tar is very helpful IME. Since it very well
integrated into git-buildpackage, it's also very convenient to use.
However I wouldn't go so far as mandating it for packages that don't
need any changes to the upstream source and have a clean and useable
debian/watch file.
