Help maintaining FLAC

Ugh, the package does really have some severe bugs, some of them even 
provided with a patch for a long time. The maintainer seems to be MIA, 
all packages that he alone maintains have seen NMUs since oldstable.

Yes, sure! However, we shouldn't silently hijack the package if the 
maintainer doesn't answer bit discuss the issue on -devel before.
