ftp.debian.org: Please clarify on acceptance policy of packages containing mpeg related algorithms

Just realized that only WNPP bugs get forwarded. Should have realized this 
earlier. :-/

In any case, I still feel it's time to start this discussion over at debian-
devel. If anything, it would at least break the silence on this issue, and also 
get other members besides the ftp masters involved in discussion.
