Newbie question 3

Hello,

I assuming that I need pbuilder  to create package in Debian unstable (sid) environment on my Ubuntu based distro.
And this is best/only way if I want to see this package  in official debian/ubuntu repos.

I was studying http://www.debian.org/doc/maint-guide/ in last days and starting a bit understand process of preparing debian packages.
What I don't understand is how to build package with pbuilder even I was studying manuals.

The problem mainly is that I would like to try build package which source is not yet in any repository.
So I can't go similar way like:

apt-get source packagename

I downloaded source tarball manualy and don't know where to put it.
This source of course not contain any .dsc file.
So I can't run:

sudo pbuilder build *.dsc

Any how-to exist which I didn't found?
