Debian pkg-multimedia team. For such general questions concerning 
Debian packaging as yours, please contact the debian-mentors list 
instead. I believe posting there would be more appropriate than to 
this kind of "special" list that pkg-multimedia-maintainers at l.a.d.o is.

You can still use patches if you are not sure.

Well, you should (a) know what you are doing and (b) be able to 
abstract advice to another use case. the file that you attached, is it 
the Makefile? If yes, it should be sufficient to run it with

$(MAKE) PREFIX=/usr
