AAC encoder in ffmpeg?

AFAIUI, the implementation is in libavcodec/aaenc.c, but it is not built
at all (not even referenced in libavcodec/Makefile). Therefore I'm very
confident that we do not ship an working aac encoder.

I suspect that it is not in a state that ffmpeg upstream is confident
with, but when it matures they probably replace libavcodec/libfaac.c
(which is a wrapper around libfaac, that we don't ship in debian)

as soon as that happens, we'll have to adjust debian/strip.sh. That's
right.

AFAIUI, aac is a pretty different issue to the MPEG patents. In fact,
the situation there seems to be even worse.
