RFC: liblo

Hi. As you may remember, I also took over liblo, an OSC implementation. I have 
prepared a new version using a symbols file (amongst other fixes). I think I 
got it right, and should be ready for release. However, I would like to ask 
if anyone could review the changes and (N)ACK them, or otherwise comment on 
the package. Then I can tag and be ready for upload.
