Policy and dpkg are inconsistent in this sense. dpkg-buildpackage actually 
calls debian/rules build instead of debian/rules build-arch when called 
with -B. So Build-Depends-Indep is not really useful right now (unless you do 
ugly tricks like building documentation in the binary-indep target).
