Team FAQ - proposed new member policy

Hi pkg-multimedia!

I've took some time to write a Team FAQ:

I do hope that the points I've written are a basis for consensus. Feel
free to fix any spelling mistakes or unclear parts. And of course add
further questions with answers you find being asked on this mailing list.

I have not linked that page from our main page; I'd prefer if someone
else did that so it isn't just me who sets such rules :-)
