In principle yes, indeed. In general, I don't see the point in bumping
debhelper level without actually using the new features. Do I miss
something here?

Someone needs to upload it. In any case, packages need to declare the
version in the package. The dependency resolver will always try the
version in stable first, and only if it is not installable because of a
versioned build-dep, the version in bpo will be tried. Exact semantics
as in experimental.
