I've also considered bringing that to the TC, but I've decided to write
the DPL first. Answer pending as well.

In order to go to the TC, some sort of written statement that would
explain the position of the Archive Administrators would be really
helpful, since they cannot force anyone to do some work. However, they
can (and that is actually the purpose of the TC) mediate and decide on
technical matters. So we'd need at least some piece of action, like a
REJECT message or something to go that way.

In any case, if you have other packages that are in a similar position,
feel free to write the DPL as well.
