Debian does not support skipping releases during an upgrade. Generally,
we should avoid these dependencies as they make the dependency graph
unnecessary complicatated in order to make apt its job easier.
The situation has gone pretty bad in the recent releases. Look at the
release notes, these days a dist-upgrade involves now several steps,
first update apt, then do a 'safe-upgrade', and finally a dist-upgrade.
AFAIU this bug, it is caused by a strange mixture of packages made by a
downstream distro. I guess this issue should be solved at the distro level.
