Bug#370599: ffmpeg: does not support AMR codec

Thanks for raising this up, Andres and Reinhard!

Maybe we should add to this discussion that we already enable GPL-only 
components in the Debian ffmpeg packages, so all the resulting 
libraries are under GPL (instead of LGPL) [NB: versions 2.X] already.
