Correct. After you have uploaded a package to the Debian archive you 
prepare the next upload by creating an empty changelog entry in GIT. 
After applying all desired changes to the package (which you commit in 
GIT one-by-one), you create the final changelog entry via 'git-dch' 
and upload the new revision to Debian.
