What do "Skolelinux" mean[1]?

[1] Yes, I do have good knowledge myself on the Skolelinux vs. Debian 
relation (I have followed that project since 2004).  Problem is I am 
aware of *multiple* interpretations of the relationship, rooted in 
multiple perceptions of what Skolelinux itself is (a norwegian project? 
an international project? multiple projects? a Debian subdistro? an 
interest group?).
