Should libjack-jackd2-dev provide libjack-dev?

My understanding of debian policy 7.5 is that we can just make
libjack-jackd2-dev Provide: libjack-dev, and everything would work
(except when declaring a versioned dependency). However, I'm not sure
how apt/aptitude would pickup the dependency.
