I think to make it 100% accurate would be difficult, but to make it  
95% accurate would be pretty easy with some regexps.  Basically search  
*.pd for these patterns:


^#X obj [0-9]+ [0-9]+ declare.*-lib \([a-zA-Z0-9~_-]+\)
^#X obj [0-9]+ [0-9]+ import \([a-zA-Z0-9~_-]+\)
^#X obj [0-9]+ [0-9]+ \([a-zA-Z0-9~_-]+\)/\S+

Those are quick guesses to illustrate the idea, but that's the basics.
