Why?

Please generally consider brifly including the reasoning for each 
change, in addition to what change actually occured.

Specifically, I wonder if there is any concrete benefit from tightening 
compatibility level and build-dependency on debhelper?  Tightening has 
the backside of compliating backporting for older distro releases.
