Indeed.

Sounds reasonable. But then the implementation should also take care to
untag the bugs in case the distribution field is set back to
'UNRELEASED'.  And of course I imagine a number of corner cases that
need to be considered, like not accidentally (un)tagging bugs from
previous uploads, detecting what versions have already been uploaded, etc.
