Bug#563464: vlc is not currently built with ogg kate support

Ogg files can now have a kate track, which contains subtitles. It seems vlc understands them, because it displays that a ogg file with a kate track is displayed as having a subtitle track. However, when clicking on the subtitle tack, vlc claims it doesn't know about kate and cannot decode it.
Since oggkate is now packaged for debian, it makes sense to add this as an additional dependency and compile vlc with --enable-kate.
