-dbg packages... policy?

I think this question deserves a more general audience. AFAIUI, adding
-dbg packages is at the maintainers descretion and added on a case by
case basis. The issue is that espc. large packages produce increadibly
huge dbg package, so it has to be decided on a case by case
basis. Libraries and applications for which stacktraces are useful
are good candidates to add -dbg packages.

Maybe one day debian will gain a similar retrace infrastructure like
ubuntu has with apport: https://wiki.ubuntu.com/Apport
