Bug#585518: flac: please disable AltiVec on powerpcspe

The package does not build on powerpcspe [0] because it enables AltiVec
as soon as it detects a PowerPC. This is however not available on the
powerpcspe port.

Patch 1 does not enable altivec on the on the *gnuspe
(powerpc-unknown-linux-gnuspe) host which is used by the powerpcspe
port. The second patch is the recreation of autoconf, autoheader and
automake.
