Most Debian packages use debhelper. Some use the classic style of
explicitly declaring each long-form debhelper tool in debian/rules,
whereas some use an abstraction layer on top of it - either CDBS or the
new short-form dh command instroduced with debhelper v7.
But no, CDBS is not out of fashion, if that is what you implied above.
Here in the multimedia team we are some (including me) that fancy CDBS
and some that fancy short-form dh.

With dpkg source format 3.0, any debian subdir included in upstream
tarball is stripped.
