Yup.  The general posting style in Debian is to not cc personally when 
posting to lists, except when explicitly requested (so when posting to 
lists you are not subscribed to then explicitly request cc on reposnes).

I suspect the main problem is that the guy mainly involved in its 
packaging (i.e. me!) got busy with other things... :-/
