four more pd packages

Ok, so now Felipe has uploaded pd-motex and pd-pmpd to the NEW queue,
and Alessio has claimed on pd-arraysize, pd-beatpipe, and pd-comport, I
thought I'd move on to the next batch from all the ITPs that I filed.
So now we have in git:

pd-bassemu
pd-earplug
pd-freeverb
pd-plugin

Almost all of the rest of the ITP'ed packages are ready, but they are
waiting on the puredata-dev package that is currently languishing in
collab-maint/puredata.git.
