That is not exactly the "BSD-3-clause" license, as it does not us the 
original wording of "PROVIDED BY THE REGENTS AND CONTRIBUTORS".

I recommend to rename to BSD-3-clause~author to indicate its relation to 
the official license yet recognize the diversion.

Such naming is supported by current draft of DEP-5 and I expect to 
propose it as an official extension after the official release of DEP-5 
(it is currently in feature freeze).
