Sure thing - thanks for poking me about it.

The reason for the local d-shlibs code is that the packaging is ancient: 
It predates the d-shlibs feature of overriding, and (back then) needed 
an override for libspeex.  If you look at the source, I actually left a 
diff in there to hint about the difference between the local hacked 
d-shlibs and the separately packaged one. :-)

I'll do a major overhaul of the libshout packaging now, also modernizing 
its CDBS usage :-)
