Indeed it is so, but:

   "The last paragraph that matches a particular file applies to it."

So, putting a Files paragraph with "Files: *\nLicense: $license" after
the Header paragraph would indicate that all those files not listed in
the next Files stanzas are covered by $license.

Please apologize for my doubts, it's likely I've misundenderstood the
latest DEP-5 snapshot...
