adding Pure Data section to DebianMultimedia/Policy wiki

Now that we have some clear ideas about how to package things for Pure  
Data/Pd, it would be good to add key bits of this to the Debian  
Multimedia wiki.  I'm thinking we could have a "Pure Data" policy  
section here:

Is there any procedure to adding stuff beyond just coming up with  
something that we agree on?
