Bug#632303: audacious-plugins: enable oss4 output plugin

Hello

no news of this for a while...

Made changes that enable OSS4 output plugin:

debian/changelog
debian/control
debian/rules

Did not considered arch kfreebsd. Please someone in this arch' team
review my changes.

Tested (wheezy linux amd64).

Uploaded to Debian Mentors:
