I did not look at the actual copyright file, but if nothing explicit is 
stated about debian/* then that is ok: the Debian packaging may be 
considered too simple to claim copyright for and therefore also need no 
licensing.

I do recommend stating ownership and licensing debian/* but it is not 
technically a requirement.
