Bug#658496: libav-extra: opencore-amr?b dependencies seem forgotten

Dear Reinhard et al.,

is there a specific reason why the vo-amrwbenc and vo-aacenc codecs are enabled
but the similarly licensed opencore-amrnb/-amrwb codecs are not? Maybe it's
just a forgotten Build-Depends.
